Senator Zenzinger and Senator Sonnenberg, co-prime sponsors, presented Senate Bill 20-091 to the committee. The bill increases the minimum daily pay received by a member of the National Guard called into emergency service by the Governor. They provided a fact sheet to the committee (Attachment A).

Megan Jurgemeyer and Todd Barnes, reappointed to the board, introduced themselves to the committee.  The Governor's appointment letter can be found as Attachment B.

Senator Scott, sponsor, presented Senate Bill 20-035 to the committee.  The bill makes the pilot kiosk program administered by the Department of Revenue a permanent program, expands the services the program may provide, eliminates the convenience fee cap, and adds data security and accessibility requirements to the program.  Senator Scott responded to questions from the committee.

Tina Peters, Mesa County Clerk and Recorder, testified in support of the bill remotely from Colorado Mesa University in Grand Junction.

Angela Myers, Larimer County Clerk and Recorder representing the Colorado County Clerks Association, testified in support of the bill and provided a handout to the committee (Attachment C).

George Stern, Jefferson County Clerk and Recorder, testified in support of the bill.

Chuck Broerman, El Paso County Clerk and Recorder, testified in support of the bill.

Merlin Klotz, Douglas County Clerk and Recorder, testified in support of the bill and provided a handout to the committee (Attachment D).

Skyler McKinley, representing AAA Colorado, testified in support of the bill.

Senator Hisey and Senator Todd, co-prime sponsors, presented Senate Bill 20-082 to the committee.  The bill modifies the types of military awards given by the Department of Military and Veterans Affairs (DMVA), modifies eligibility criteria, and removes redundant medals and awards.

Senator Fields and Senator Hisey, co-prime sponsors, presented Senate Bill 20-079 to the committee. The bill requires the Department of Public Safety to utilize a technological application that promotes the largest reach of community notifications when sending Amber alerts.

Chris Schaeffer, representing the Colorado Bureau of Investigation, testified in support of the bill.

Senator Crowder, sponsor, presented Senate Bill 20-056 to the committee. The bill exempts surplus military vehicles used by local governments and fire protection districts for fire protection purposes from the definition of an off-highway vehicle. Committee members received a letter in support of the bill from the city of Trinidad (Attachment E).

Morgan Cullen, representing the Colorado Municipal League, testified in support of the bill.

Senator Crowder wrapped up his presentation of the bill.  Committee members commented on the bill.

Senator Crowder, sponsor, presented Senate Bill 20-027 to the committee. The bill requires school districts to conduct school security evaluations at each school, and the state to review and fund approved recommendations. Senator Crowder also presented amendment L.002 (Attachment F).

Matt Cook, representing the Colorado Association of School Boards and the Colorado Association of School Executives, testified against the bill.  He responded to questions from committee members.

Clinton Dorris, representing himself, testified in support of the bill and responded to comments from the committee.
