Senator Hill, prime sponsor, presented House Bill 16-1006. The bill, as amended by the House Finance Committee, clarifies current law sales, use, and property tax exemptions for subsidiaries of housing authorities. Under current law, housing authorities are exempt from any taxes or fees payable to the state, any subdivision thereof, and all levels of local government. The bill clarifies that sales, use, and property tax exemptions apply to low-income housing property owned by or leased to any subsidiary of a housing authority, including:
- • an entity that is wholly owned by a housing authority;
• an entity in which a housing authority has an ownership interest; and
• an entity in which a subsidiary has an ownership interest.

President Cadman, prime sponsor, presented Senate Bill 16-155. Beginning July 1, 2016, the bill creates a state sales and use tax exemption for a historic aircraft that is on loan to a museum for public display, whether for demonstration, educational, or museum promotional purposes. In order to qualify for the exemption, the historic aircraft may not be used for any other purpose while it is in the state. The museum to which a historic aircraft is on loan must be open to the public at least 20 hours a week. Historic aircraft means any original, restored, or replica of a heavier-than-air aircraft that is at least 35 years old.

Senators Scheffel and Heath, co-prime sponsor, presented Senate Bill 16-067, which creates a property tax exemption for personal property used to provide broadband service. The exemption applies to personal property purchased on or after January 1, 2016. Senators Scheffel and Heath distributed and explained Amendment L.003 (Attachment B), Attachment L.008 (Attachment C), and a memo about the fiscal impact of the bill with the inclusion of Amendment L.003 (Attachment D).
