The committee returned to order. Chuck Bayard, Chief Financial Officer for the Department of Public Health and Environment (DPHE), briefed the committee on the department's FY 2018-19 capital request: State Lab Build-Out. Mr. Bayard provided an overview of DPHE's capital assets, and discussed the need to build out the State Lab. Mr. Bayard responded to questions regarding the department's back-up plan should the State Lab Build-Out not be funded in FY 2018-19, and factors driving growth in the department.
