Senators Winter and Hisey introduced Senate Bill 20-011, concerning permanent authoriztion for third-party providers to perform vehicle identification number verification inspections for commercial vehicles. This authorization was part of a pilot program, established in 2017.  The bill recreates the program as permanent in the statute, since it was repealed effective January 1, 2020.

SB20-017 - Amended, referred to the Committee of the Whole - Consent Calendar

Senator Winter introduced Sentate Bill 20-017, concerning a requirment that the High-Performance Transportation Enterprise (HPTE) include information about its public-private partnerships in its annual report to the legislative committees of the House of Representatives and the Senate that have jurisdiction over transportation.  The addition to the report is effective with the annual report due 2021.  The additional information includes the process for gathering and responding to public comments and inquiries, and the process for selecting parners.  The HPTE must also include financial, performance, and length of term provisions with regards to executed and proposed public-private partnerships.

Simon Logan, representing the HPTE, testified in support of the bill. Mr. Logan talked about the annual report that HPTE submits.
