Senators Cooke and Holbert, co-prime sponsors, presented Senate Bill 18-181. This bill extends the emissions inspection cycle for model year 1982 and newer vehicles from two to four years. In addition, rules of the Air Quality Control Commission in the Colorado Department of Public Health and Environment (CDPHE) must not prohibit issuance of a certification of emissions compliance based solely on the check-engine light being illuminated on a vehicle's dashboard.

Air Pollution Control Division in the Colorado Department of Health and
Environment, testified in opposition to the bill.  He responded to
questions from the committee.
