Senator Holbert, co-prime sponsor, presented Senate Bill 20-209. The bill addresses the effective date of bills with petition clauses and moves the election for a referendum petition from November 2020 to November 2022.

Senator Gardner, co-sponsor, presented House Bill 20-1326. The bill creates the Occupational Credential Portability Program in the Division of Professions and Occupations in the Department of Regulatory Agencies to centralize the credentialing of individuals licensed in another state.

Senator Gardner, sponsor, presented House Bill 20-1330. The bill clarifies when government immunity applies to the staff and facilities of the University of Colorado Hospital Authority.  Written testimony about the bill was submitted (Attachment A).

Senator Hisey, sponsor, presented House Bill 20-1118. The bill expands the definition of a current class 1 traffic misdemeanor for causing serious bodily injury to a vulnerable road user while careless driving to include all persons who cause serious bodily injury while carelessly driving.

The committee discussed House Bill 20-1177, which was originally brought before the committee on May 27, 2020.

Senator Sonnenberg, sponsor, presented House Bill 20-1237.  The bill requires the Department of Health Care Policy and Financing to keep youth who are in out-of-home placement or have had a juvenile delinquency action initiated in the same managed care entity that covers the county that has jurisdiction over the action.

Gini Pingenot, representing Colorado Counties, Inc., testified in support of the bill.

Senator Winter, sponsor, presented House Bill 20-1318. The bill allows county clerks and recorders to receive original plats in an electronic format.

Senators Todd and Priola, co-sponsors, presented House Bill 20-1232. The bill codifies the current Medicaid practice of reimbursing providers for medically necessary services in clinical trials.
