Representative Kennedy welcomed the committee members and announced that Representative Kipp was appointed to the committee for the 2020 legislative session. 

Amanda King, Legislative Council Staff, discussed three handouts she provided to the committee (Attachments A, B, and C).



HB20-1051 - Referred to the Committee of the Whole

Representative Rich, co-prime bill sponsor, presented House Bill 20-1051. The bill permits a veteran's remains recovery organization to determine if unclaimed cremated remains are of U.S. military veterans or qualified family members, and further requires that a facility in possession of the cremated remains transfer those remains to a national cemetery or state veterans' cemetery for final interment.  Representative Rich provided a handout to the committee (Attachment D).

The committee came back to order.  Representatives Arndt and McKean, co-prime bill sponsors, presented House Bill 20-1036. Under current law, certified emergency medical service (EMS) providers are eligible to participate in a peer health assistance program.  Beginning January 1, 2021, certified EMS providers who meet certain qualifications will be eligible for a professional license.  The bill clarifies that licensed EMS providers will be eligible for the peer health assistance program.

Representatives McKean and Buentello, co-prime bill sponsors, presented House Bill 20-1021. The bill replaces two at-large members of the Colorado Youth Advisory Council (COYAC) with one representative from the Southern Ute Tribe and one representative from the Ute Mountain Ute Tribe. The number of at-large members is reduced to three.
