Representative Primavera, prime sponsor, presented House Bill 16-1372 to the committee. A handout was distributed to the committee (Attachment D). The bill creates the Colorado Work Opportunity Tax Credit (WOTC). The tax credit will be available for tax years 2017, 2018, and 2019 to businesses who hire certain targeted employees who often encounter obstacles in obtaining employment and who typically claim one or more forms of government support. Employers receive a tax credit per employee hired, based on the employees' first-year wages up to certain amounts. The tax credit is nonrefundable and may be claimed up to five years.
