Representative Herod, co-prime sponsor, presented House Bill 20-1332.  The bill makes discrimination in housing based on a person's source of income an unfair housing practice.  Written testimony was submitted (Attachment C).

Representative Kennedy, prime sponsor, presented House Bill 20-1348. He asked the committee to postpone the bill indefinitely.  Written testimony was submitted (Attachment D).

Representative Singer, prime sponsor, presented Senate Bill 20-042. The bill extends the Legislative Oversight Committee Concerning the Treatment of Persons with Mental Health Disorders in the Criminal and Juvenile Justice Systems and the associated task force until July 1, 2023.  He explained amendment L.003 (Attachment E).

Representatives Ransom and Froelich, co-prime sponsors, presented Senate Bill 20-129. The bill requires a court to appoint a court visitor to interview the respondent in person and help respondents understand certain information in emergency guardian and special conservator cases.  The bill also requires a judge to rule on certain motions or requests within 14 days.

Michael Nicoletti, representing the Department of Regulatory Agencies, presented the sunset report for the Colorado Sex Offender Management Board (SOMB) (Attachment E). Several letters about the report were entered into the record (Attachment F). Representative Weissman explained the process of a sunset hearing and how things are different under COVID-19 protocols. He explained that he is recommending that the House introduce a bill that includes the language in the SOMB Amendment (Attachment G). The amendment continues the SOMB for one year and bring it up again in 2021.

Represenatives Weissman and Soper agreed to be the co-prime sponsors and Represenative Roberts asked to be added as a co-sponsor.
