Representative Soper, prime sponsor, presented House Bill 20-1274. The bill increases the standard for parole eligibility for felony offenses from 50 percent of the person's sentence to 75, 80, or 85 percent, depending on the offense. He addressed the fiscal note (Attachment B) and indicated that he would ask the committee to postpone the bill indefinitely.
