The committee was called to order. A quorum was present. Ms. Deb Goheen Director of Financd and Administration, and Ms. Rhonda Boger-Linder, Architecture and Planning Manager, Department of Corrections (DOC), presented an FY 2019-20 supplemental operating request for $1.1 million to fund certain deferred maintenance projects. The request was forwarded to the committee by the Joint Budget Committee (JBC). Committee members received background materials on the request (Attachment A). Ms. Goheen provided background on how the DOC overspent on deferred maintenance, and explained how the department routinely funds deferred maintenance. Discussion ensued regarding the failure of a boiler at Fremont Correctional Facility, and the ramifications of the closure of a private prison facility in El Paso County. Ms. Goheen responded to questions regarding how the DOC overspent its FY 2019-20 appropriation.

Mr. Steve Allen, Joint Budget Committee Staff, provided clarification regarding the emergency supplemental process, and how that may lead to a departmental overexpenditure. Discussion ensued regarding the overexpenditure.

Discussion ensued regarding the deferred maintenance backlog within DOC, management of the DOC budget, and the most critical deferred maintenance projects in DOC. Discussion followed regarding potential concerns that the committee might communicate to the JBC. Ms. Boger-Linder provided input on the DOC's deferred maintenance needs.
