Jean Billingsley, Legislative Council Staff,
presented on major technical projects, the state budget cycle, and agile
methodology using a PowerPoint presentation and distributed a handout (Attachments
F & G). Ms. Billingsley discussed how agile methodology can be
implemented in Colorado and how the JTC and JBC can
promote the use of agile methodology in the state budget cycle.

Kate Sneed, OIT legislative liaison,
and Tony Neal-Graves, Interim Chief Information Officer at OIT, presented
on agile budgeting using a PowerPoint presentation (Attachment H). Director
Neal-Graves discussed how agile methodology is being implemented throughout
the state and how OIT is promoting the use of agile by offering trainings
to state employees.
