Requests for Proposals
The OSA uses public accounting firms, consulting firms, and other independent contractors to help fulfill its audit and other responsibilities. Contracted services may be broad in scope, such as performing an entire audit, evaluation, or study. Alternatively, contracted services may be more limited in scope, such as providing specialized expertise (e.g., medical file review, actuarial services, appraisal reviews, complex statistical analyses) as part of an in-house audit, evaluation, or study.
As an agency within the Legislative Branch, the OSA and its solicitations are exempt from the State Procurement Code and State Procurement Rules. An evaluation team reviews and scores proposals based on criteria outlined in the Request for Proposals (RFP). The State Auditor makes the final decision on the contract award. All communications regarding open solicitations should take place directly with the OSA's assigned contract monitor listed in the RFP.
