Off-highway Vehicles Regulation And Local Government

The act clarifies that local authorities may require drivers of off-highway vehicles to have driver's licenses and insurance. The act also authorizes people to cross a state highway within a municipality and requires the municipality to get approval from the Colorado department of transportation.
